			<content:encoded><![CDATA[<p style="text-align:justify;">Sekitar tahun 1992 saya telah membaca sebuah buku bertajuk <a href="http://www.amazon.com/Learning-Gap-Schools-Japanese-Education/dp/0671880764">The Learning Gap: Why Our Schools Are Failing and What We Can Learn from Japanese and Chinese Education</a> oleh Harold W. Stevenson dan James W. Stigler. Buku tersebut adalah hasil kajian perbandingan pencapaian matematik dan sains murid-murid sekolah rendah di China, Jepun dan Amerika. Hasil kajian mendapati prestasi murid-murid China dan Jepun jauh mengatasi murid-murid Amerika.</p>
<p style="text-align:justify;">Salah satu rumusan yang menarik minat saya ialah peranan faktor budaya dalam mempengaruhi prestasi murid-murid berkenaan. Ibu bapa dan guru-guru Asia, Jepun dan China mempunyai kepercayaan atau andaian asas yang berbeza dengan rakan-rakan mereka di Amerika. Mereka percaya kejayaan anak-anak mereka bergantung kepada <span style="color:#ff6600;">effort</span> &#8211; usaha yang mereka curahkan. Sebaliknya di Amerika, mereka percaya kejayaan seseorang itu bergantung kepada <span style="color:#ff6600;">ability</span> &#8211; keupayaan yang mereka miliki.</p>

<p style="text-align:justify;">Umpamanya, kepada ibu bapa dan guru-guru di China dan Jepun, apabila murid-murid itu memperolehi markah sekadar 60% dalam matematik, bukan kerana murid berkenaan tidak mempunyai keupayaan dalam matematik tetapi kerana usaha yang dicurahkannya tidak cukup untuk dia mencapai markah 90%. Implikasinya, banyakkan lagi latihan matematik!</p>
<p style="text-align:justify;">Pada minggu lalu pula saya telah membaca buku yang bertajuk <a href="http://www.amazon.com/Teaching-Gap-Improving-Education-Classroom/dp/1439143137/ref=sr_1_1?ie=UTF8&amp;s=books&amp;qid=1254405440&amp;sr=1-1">The Teaching Gap: Best Ideas from the World&#8217;s Teachers for Improving Education in the Classroom</a> oleh James W. Stigler dan James Hiebert. Buku ini juga adalah hasil kajian perbandingan. Tetapi fokusnya kali ini ialah bagaimana guru-guru mengajar matematik di tiga buah negara yang pencapaian matematik pelajarnya berbeza (berdasarkan TIMSS &#8211; Third International Mathematics and Science Studies). Secara urutan, negara yang pencapaian matematiknya tinggi ialah Jepun, kedua Jerman dan ketiga Amerika.</p>
<p style="text-align:justify;"><img style="float:left;border:0 initial initial;margin:10px 12px;" title="1439143137_l" src="http://alamin99.files.wordpress.com/2009/10/1439143137_l.gif" alt="1439143137_l" width="158" height="242" />Berdasarkan rakaman video guru-guru yang mengajar di ketiga-tiga buah negara tersebut. Penyelidik telah membuat beberapa rumusan menarik. Secara umum mereka menggambarkan perbezaan cara mengajar guru di negara berkenaan berdasarkan motto berikut:</p>
<div style="text-align:justify;"><span style="font-family:Verdana, 'Times New Roman', 'Bitstream Charter', Times, serif;font-size:small;"><span style="line-height:normal;"></p>
<p style="text-align:justify;">1. A good motto for German teaching would be &#8220;developing advanced procedures&#8221;.</p>
<p style="text-align:justify;">2. An appropriate motto for Japanese teaching would be &#8220;structured problem solving&#8221;.</p>
<p style="text-align:justify;">3. In the United States, the motto is &#8220;learning terms and practicing procedures&#8221;.</p>
<p>Dan sekali lagi yang menarik perhatian saya ialah salah satu rumusan mereka yang menyatakan bahawa perbezaan imej pengajaran guru di tiga buah negara itu kerana &#8220;Teaching is a Cultural Activity&#8221;. Menurut mereka lagi,</p>
<blockquote><p><span style="color:#ff0000;">Cultural activities, such as teaching, are not invented full-blown but rather evolve over long periods of time in ways that are consistent with the stable web of beliefs and assumptions that are part of the culture. The scripts for teaching in each country appear to rest on a relatively small and tacit set of core beliefs about the nature of the subject, about how students learn, and about the role that a teacher should play ini the classroom.</span></p></blockquote>
<p>Seterusnya mereka menekankan,</p>
<blockquote><p><span style="color:#ff0000;">Cultural activities are highly stable over time, and they are not easily changed. This is true for two reasons. First, cultural activities are systems, and systems &#8211; especially complex ones, such as teaching &#8211; can be very difficult to change. The second reason is that cultural activities are embedded in a wider culture, often in ways not readily apparent to members of the culture. If we want to improve teaching, both its systemic and its cultural aspects must be recognized and addressed.</span></p></blockquote>
<p>Kalau begitulah implikasinya maka rumusan ini serba sedikit dapat menjawab kemuskilan dalam tulisan saya sebelum ini yang bertajuk <a href="http://alamin99.wordpress.com/2009/08/31/terlalu-gelap-di-sana/">Terlalu Gelap di Sana</a>.</p>

			<content:encoded><![CDATA[<p>Pada 11-13 September 2009  bertempat di Hotel Royale Bintang Seremban, telah berlangsung satu bengkel perancangan strategik yang dinamakan <span style="color:#ff6600;">STRAPP BPSH (2010 -2012</span>) iaitu Strategi Pembangunan dan Pelaksanaan Bahagian Pengurusan Sekolah Harian (BPSH), Kementerian Pelajaran Malaysia.</p>
<p>Bengkel ini adalah yang pertama daripada beberapa siri bengkel yang dirancang, dihadiri oleh semua pengurusan atasan BPSH terdiri daripada Pengarah, Timbalan dan Ketua Sektor. Saya diberi amanah untuk memudahcarakan perbincangan dalam menghasilkan <span style="color:#ff6600;">STRAPP BPSH</span>.</p>

Dengan itu STRAPP BPSH dapat dijadikan sebagai <span style="color:#ff00ff;">Communication Tool</span><span style="color:#ff00ff;">, </span><span style="color:#ff00ff;">Measurement System</span><span style="color:#ff00ff;"> <span style="color:#000000;">dan</span> </span><span style="color:#ff00ff;">Strategic Management System</span>.</p>

Nasrudin memberitahu kawannya bahawa dia telah kehilangan duit syiling yang amat berharga. Lalu kawan Nasrudin pun merangkak sama mencari syiling berkenaan. Selepas mencari di seluruh halaman rumah itu, maka kawan Nasrudin bertanya,&#8221;Di manakah tempat [...]]]></description>

Beliau melihat Nasrudin merangkak di atas tanah di halaman rumah mencari sesuatu. Nasrudin memberitahu kawannya bahawa dia telah kehilangan duit syiling yang amat berharga. Lalu kawan Nasrudin pun merangkak sama mencari syiling berkenaan.</span></p>
<p>Selepas mencari di seluruh halaman rumah itu, maka kawan Nasrudin bertanya,&#8221;Di manakah tempat sebenarnya syiling itu jatuh?</p>
<p>&#8220;Syiling itu hilang di dalam rumah.&#8221; jawab Nasrudin, &#8220;tapi kita tidak boleh mencarinya di sana, kerana terlalu gelap!&#8221;</p></blockquote>
<p>Di atas merupakan salah satu cerita pengalaman yang melucukan seorang ahli sufi bernama Nasrudin. Lucu tetapi banyak memberikan pengajaran yang tersirat.</p>
<p>Cerita ini mengingatkan kita tentang pengalaman seorang guru yang bertungkus lumus membantu anak muridnya untuk berjaya dalam peperiksaan. Saban tahun guru berkenaan akan menggunakan nota, buku, kaedah dan teknik pengajaran-pembelajaran yang sama untuk kohort pelajar yang berlainan, tetapi mengharapkan pencapaian yang lebih baik.</p>
<p>Apakah guru itu tidak tahu pendekatan itu tidak sesuai dan akan menghasil keputusan yang sama seperti yang lalu? Pastinya guru itu tahu.</p>
<p><span style="color:#ff6600;">Kenapa agaknya, masa silih berganti tetapi kita masih lagi mencari syiling berharga di halaman rumah yang terang benderang sedangkan kita tahu syiling itu hilang di dalam rumah yang gelap?</span></p>

<p>Pertama, saya berkesempatan menghadiri bengkel yang bertajuk <span style="color:#ff6600;">Status of Education Financing of Lifelong Learning Programs for Sustainable Development in Southeast Asian Countries</span>, di Commonwealth Avenue, Quezon City, Filipina, pada 30-31 Julai yang lalu. Selain membentang kertaskerja yang bertajuk <span style="color:#ff6600;">Financing of Lifelong Learning Programs for Sustainable Development: Malaysia Country Report</span>, saya dapat berinteraksi dengan peserta-perserta negara China, Vietnam, Myanmar, Timor-Leste, Brunei, Thailand, Filipina dan Thailand.</p>
<p>Kedua, dalam perjalanan balik ke Malaysia saya menonton filem <span style="color:#ff6600;">Laskar Pelangi</span> melalui komputer. Filem adaptasi novel karya <a style="text-decoration:none;color:#002bb8;background-image:none;background-repeat:initial;background-attachment:initial;background-color:initial;background-position:initial initial;" title="Andrea Hirata" href="http://id.wikipedia.org/wiki/Andrea_Hirata">Andrea Hirata</a> yang diterbitkan oleh <a style="text-decoration:none;color:#cc2200;background-image:none;background-repeat:initial;background-attachment:initial;background-color:initial;background-position:initial initial;" title="Bentang Pustaka (halaman belum tersedia)" href="http://id.wikipedia.org/w/index.php?title=Bentang_Pustaka&amp;action=edit&amp;redlink=1">Bentang Pustaka</a> pada tahun <a style="text-decoration:none;color:#002bb8;background-image:none;background-repeat:initial;background-attachment:initial;background-color:initial;background-position:initial initial;" title="2005" href="http://id.wikipedia.org/wiki/2005">2005</a>. Cerita kecekalan guru Ibu Muslimah dan Pak Harfan mendidik serta mempertahankan sekolah dan sepuluh orang anak-anak didik mereka yang serba miskin. <p>Ketiga, sepanjang bersidang dan perjalanan pergi-balik saya berkesempatan membaca buku Profesor Guy Claxton bertajuk <span style="color:#ff6600;">What&#8217;s The Point of School? </span>Buku yang mengkritik kegagalan sistem persekolahan sekarang dan apa sepatutnya yang dilakukan untuk mendidik anak-anak generasi abad ke 21.</p>
<p>Saya ingin merumuskan ketiga-tiga pengalaman itu dengan satu petikan daripada pendidik Harvad, Ron Ritchhart yang juga dipetik oleh Profesor Guy Claxton:</p>
<p><span style="color:#800080;">&#8220;We&#8217;ve come to mistake curricula, textbooks, standards, objectives, and tests as ends in themselves, rather than as means to an end. Where are these standards and objectives taking us? What is the vision they pointing us? . . . Without ideals, we have nothing to aim for. Unlike standards, ideals can&#8217;t be tested. But they can do something that standards cannot: they can motivate, inspire and direct our work.&#8221;</span></p>
